High-Stakes Diplomacy: Pakistan Places Five Demands on ICC to End India Boycott

LAHORE — The fate of the most anticipated clash in the 2026 T20 World Cup remains on a knife-edge as the Pakistan Cricket Board (PCB) presented a list of five key conditions to the International Cricket Council (ICC) in exchange for ending its boycott of the February 15 match against India.

The standoff, which began after the Pakistan government instructed the national team to avoid the fixture in solidarity with Bangladesh, saw a marathon five-hour meeting in Lahore on Sunday between PCB Chairman Mohsin Naqvi and an ICC delegation.

The 5 “Conditions for Cooperation”

According to sources close to the negotiations, the PCB has moved beyond its initial “force majeure” plea and is now seeking a comprehensive settlement. The five reported demands include:

Restoration of Bilateral Ties: A formal commitment from the ICC to mediate the return of bilateral cricket series between India and Pakistan.

Increased Revenue Share: An upward revision of Pakistan’s current 5.75% share of the ICC’s annual revenue, citing the commercial value Pakistan brings to global events.

The “Handshake Protocol”: Strict enforcement of on-field ethics and “handshake protocols,” following a controversy during the 2025 Asia Cup where Indian players reportedly refused the gesture.

A Tri-Series Proposal: The organization of a regular tri-series featuring India, Pakistan, and Bangladesh at neutral venues.

Compensation for Bangladesh: Assurances that the Bangladesh Cricket Board (BCB) will not face financial penalties for its withdrawal and will be granted hosting rights for a future event, such as the 2028 Under-19 World Cup.

The ICC’s Firm “No”

The ICC has reportedly rejected the most substantial demands—specifically those regarding bilateral and triangular series. The governing body maintained that it has no jurisdiction over private arrangements between member boards.

“Bilateral series do not fall under the ICC’s control, even within the World Test Championship cycle,” the ICC reportedly told PCB officials. “Those decisions rest solely with the respective governments and cricket boards.”

Pressure Mounting on Pakistan

While the PCB tries to leverage the massive broadcasting revenue tied to the India-Pakistan clash, the clock is ticking. The ICC has given Chairman Mohsin Naqvi a 24-hour window to consult with Prime Minister Shehbaz Sharif and deliver a final decision.

Internal pressure is also building. Pakistan’s current standing in Group A is precarious; a forfeit against India would result in zero points and a damaged Net Run Rate (NRR). Following a narrow win over the Netherlands, cricket analysts suggest that a loss to the USA on February 10, combined with an India boycott, would virtually eliminate Pakistan from Super 8 contention.

What Happens Next?

If Pakistan maintains its boycott, India will be awarded two points by default. The Indian team, led by Suryakumar Yadav, has already confirmed they are proceeding as planned, with flights booked for Colombo.

The final word now rests with the Prime Minister’s Office in Islamabad. A decision is expected by Tuesday morning.
