In a move aimed at easing concerns among millions of digital payment users, the Payments Council of India (PCI) has clarified that Unified Payments Interface (UPI) transactions will continue to remain free for consumers and small merchants. The statement comes amid widespread speculation about the possible introduction of charges on UPI payments.
UPI, developed by the National Payments Corporation of India (NPCI), has become the backbone of India’s digital payment ecosystem. With billions of transactions processed every month, it is widely used by individuals and small businesses for its ease, speed, and zero-cost structure. Any hint of added charges had raised concerns about its continued accessibility and adoption.
Addressing these concerns, the PCI emphasized that there is currently no plan to impose charges on UPI transactions for end-users or small merchants. The council reiterated that maintaining free access is crucial to sustaining the growth of digital payments, especially among small vendors and rural users who rely heavily on UPI for daily transactions.
However, the PCI also highlighted the need for a sustainable financial model to support the infrastructure behind UPI services. Industry stakeholders, including banks and payment service providers, incur operational costs in maintaining and upgrading the system. While users may not be directly charged, discussions around alternative mechanisms to support the ecosystem are ongoing.
The clarification is expected to bring relief to small merchants, many of whom depend on UPI for seamless, cashless transactions without the burden of transaction fees. For consumers, the reassurance strengthens confidence in continuing to use digital payment platforms for everyday purchases.
Experts believe that keeping UPI free has been a major factor behind its rapid adoption across India. Any sudden imposition of charges could slow down the momentum of digital payments, particularly in semi-urban and rural areas.
The government and regulatory bodies have consistently promoted UPI as a key tool in India’s push towards a less-cash economy.
