The Supreme Court on Tuesday indicated that it is considering a nationwide examination of building safety norms following the tragic collapse of a paying guest (PG) accommodation in Delhi’s Satya Niketan area that claimed multiple lives. The move comes amid growing concerns over illegal constructions and unsafe residential structures, particularly those housing students in major urban centres.
A bench of Justices Ahsanuddin Amanullah and R. Mahadevan observed that the issue of unsafe buildings is not confined to the national capital and may require a comprehensive, pan-India response. The court said it is “mooting examination” of the matter across the country and hinted that it may transfer an ongoing case related to the incident from the Delhi High Court to itself for a broader review.
The development follows the collapse of a five-storey building in Satya Niketan on September 6. The structure, reportedly around 50 years old and used as a student PG facility, came crashing down during repair work, killing at least seven people and injuring several others. Initial findings suggest that structural weaknesses, possibly worsened by ongoing basement repairs, may have triggered the collapse.
During the hearing, the court acknowledged the seriousness of the incident and expressed concern for the victims and their families. It also took note of submissions by senior advocate and court-appointed amicus curiae Ajit Kumar Sinha, who urged immediate directions for safety audits of PG accommodations, hostels, and similar student housing facilities. The amicus highlighted that inspections in certain areas had already been undertaken and emphasized the urgent need for a wider review.
The Solicitor General informed the court that a related public interest litigation (PIL) is already pending before the Delhi High Court. In response, the apex court indicated it may consider transferring the matter to ensure a uniform and effective approach at the national level.
Parallel proceedings in the Delhi High Court have also raised serious concerns about regulatory lapses and the unchecked growth of unsafe PG accommodations. The High Court has directed authorities to conduct a comprehensive inspection of such facilities and determine whether the collapsed building had necessary approvals and complied with safety norms.
The Satya Niketan tragedy has once again highlighted the precarious living conditions faced by thousands of students who depend on private accommodations due to a shortage of institutional hostels. Experts say that lax enforcement of building regulations, unauthorized structural modifications, and overcrowding are common issues in such setups.
In recent months, courts have repeatedly flagged the dangers posed by illegal constructions and stressed the need for accountability among civic authorities. The Supreme Court had earlier warned that officials could be held personally responsible for failing to act against unsafe structures, underscoring the urgency of stricter enforcement.
With the possibility of a nationwide framework now under consideration, the apex court’s intervention could mark a significant step toward standardizing building safety norms across India. The next hearing is expected to further clarify whether the court will take over the case and outline concrete measures to prevent similar tragedies in the future.
