Supreme Court Seeks Urgent Explanation from Manipur Authorities Over Relief Camp Deaths

The Supreme Court of India has expressed deep concern and shock over reports of multiple deaths in relief camps set up for displaced persons in violence-hit Manipur. Taking serious note of the situation, the apex court has directed the state’s Chief Secretary to file a detailed response explaining the circumstances that led to the fatalities and the measures being taken to prevent further loss of life.

The matter came up during a hearing on ongoing petitions related to the humanitarian crisis in Manipur, where ethnic violence has displaced thousands of people, forcing them into temporary relief camps. Petitioners highlighted the deteriorating living conditions in these camps, alleging a lack of adequate food, healthcare, sanitation, and security. They also pointed to reports indicating that vulnerable groups, including children and the elderly, were among those who had died.

A bench of the court observed that relief camps are meant to provide safety and basic dignity to those who have already suffered immense hardship. The judges remarked that deaths occurring in such facilities raise serious questions about administrative preparedness and accountability. The court emphasized that the state government has a constitutional obligation to ensure the protection of life and welfare of all citizens, especially those displaced by conflict.

In its directive, the court asked the Chief Secretary to submit a comprehensive status report detailing the number of deaths, causes behind them, availability of medical facilities, and steps being taken to improve conditions in the camps. The bench also sought clarification on whether standard protocols for disaster and humanitarian management were being followed.

The petitioners’ counsel argued that many relief camps are overcrowded and lack essential infrastructure. Inadequate medical attention and delayed response to health emergencies were cited as key reasons behind the reported deaths. The counsel urged the court to intervene and ensure immediate improvements, including deployment of additional medical teams, supply of medicines, and better coordination between state agencies.

Responding to the concerns, the court indicated that it would closely monitor the situation and may issue further directions based on the report submitted by the state authorities. It also suggested that independent निरीक्षण (monitoring) mechanisms could be considered to ensure transparency and efficiency in relief operations.

Meanwhile, the Manipur government has stated that it is making continuous efforts to manage the crisis and provide necessary support to displaced persons. Officials have acknowledged challenges due to the scale of displacement but assured that steps are being taken to strengthen healthcare services and infrastructure within the camps.

The situation in Manipur remains tense, with thousands still residing in relief camps months after the outbreak of violence. Human rights groups and civil society organizations have repeatedly called for urgent intervention to address the humanitarian needs of those affected.

As the Supreme Court steps in, the focus now shifts to the state administration’s response and its ability to ensure that relief camps serve as safe havens rather than sites of further tragedy.
