Govt Steps In on UPI Merchant Fees, Says Customers Should Not Bear Extra Charges

Big Clarification on UPI Payments

The government has stepped in to clear confusion over UPI merchant payments after concerns grew that customers might be asked to pay extra charges while using digital payments.

According to official sources, banks and payment service providers have been told to make sure that merchants do not pass any processing charges or fees directly to customers when they pay through UPI.

UPI (Unified Payments Interface) has become one of the most popular ways to pay in India, used for everything from buying groceries to paying bills. The government wants to keep it simple, fast, and free for users at the point of payment.

No Extra Burden on Customers

Officials have made it clear that customers should not face any additional cost just because they are using UPI. The main idea behind this instruction is to protect small and common users who depend heavily on digital payments.

In many cases, confusion had started among shopkeepers and merchants about whether they could recover transaction costs by adding small charges on customers. The government has now said this should not happen.

Instead, any costs linked to payment processing must be handled within the system between banks, payment apps, and merchants—not passed on to buyers at the counter.

Why This Matters for Everyday Users

UPI is widely used across India, especially in small shops, street vendors, and online services. If extra charges were added, it could reduce trust in digital payments and slow down adoption.

For many people, UPI is preferred because it is quick, does not require cash, and usually has no visible fees. Keeping it free at the user level helps maintain this trust.

The government’s move is aimed at ensuring that digital payments remain affordable and accessible for everyone, including people in rural and semi-urban areas.

Banks and Payment Companies Told to Follow Rules

Banks and digital payment companies are expected to strictly follow the guidelines. They may need to review how merchant transactions are handled and ensure that the pricing structure is clear and compliant.

Officials have also indicated that awareness among merchants is important. Many small shop owners may not fully understand the rules and could unintentionally try to add charges to customers.

The focus now will be on communication and enforcement so that the system runs smoothly without confusion.

Push for Smooth Digital Economy

India has been rapidly expanding its digital payment system, and UPI plays a central role in this growth. The government continues to support cashless transactions while making sure users are not overburdened.

By ensuring that customers do not pay extra charges at shops or online platforms, authorities aim to keep digital payments simple, transparent, and widely trusted.

Experts believe that such clarity will help strengthen India’s digital economy and encourage more people to shift from cash to online payments in the coming years.
