In a significant development that has stirred diplomatic circles, the United States on Monday claimed that Ukraine has “accepted the framework” of a proposed peace deal aimed at ending its prolonged conflict with Russia. However, Ukrainian President Volodymyr Zelensky swiftly responded, clarifying that while discussions are underway, no final agreement has been reached.
According to US officials, the proposed framework outlines key points for a ceasefire, security guarantees, and preliminary steps toward future political negotiations. Washington described Ukraine’s response as “constructive,” saying Kyiv had shown readiness to engage with the broad contours of the plan.
But Zelensky, in an address to the Ukrainian media later in the day, urged caution. He stressed that Ukraine has not formally accepted any peace framework and that negotiations remain “active, complex, and far from concluded.”
“We are in constant dialogue with our partners,” Zelensky said. “Any peace agreement must ensure Ukraine’s sovereignty, territorial integrity, and long-term security. Talks are ongoing, but there is no approved framework at this moment.”
The contrasting statements highlight the delicate nature of ongoing diplomatic efforts as international pressure mounts for a negotiated end to the conflict. Analysts say the US comments may be aimed at signaling progress to maintain momentum in multilateral discussions, while Kyiv remains wary of public perceptions and the domestic implications of any territorial or security concessions.
Russia has not officially commented on the reported framework but previously said it would only consider proposals that recognize the “new realities on the ground,” referring to territories it claims to have annexed since 2014 and during the 2022 invasion.
European leaders reacted with cautious optimism. German and French officials welcomed signs of dialogue but underscored that any peace agreement must be led and approved by Ukraine.
As winter approaches and fighting intensifies along several frontlines, global stakeholders see renewed urgency in pushing diplomatic initiatives. However, with Kyiv and Washington appearing misaligned in messaging, the path to a breakthrough remains uncertain.
For now, Zelensky’s stance signals that while Ukraine is open to pursuing peace, it is not ready to endorse any framework without thorough negotiation and guarantees that meet its core national interests.
