Parliament Winter Session Kicks Off with Packed Agenda of Key Reform Bills

New Delhi, December 1, 2025: The Winter Session of Parliament commenced today, promising a legislative marathon with the government prioritizing a host of critical reform bills across finance, energy, infrastructure, and education sectors. The comprehensive agenda highlights a determined push to expedite major policy changes during the 15-day session, which is scheduled to conclude on December 19.

 Fiscal & Tax Reforms Lead the Charge

The first day itself saw swift legislative action, with the Manipur Goods and Services Tax (Second Amendment) Bill, 2025, passed by the Lok Sabha amidst opposition protests. The Bill, which replaces an Ordinance, aims to align Manipur’s GST law with the recent decisions of the 56th GST Council, including a plan to rationalize tax slabs into two main rates of 5% and 18%. Given that Manipur is currently under President’s rule, the Parliamentary approval was necessary for these changes.

Finance Minister Nirmala Sitharaman also introduced two major tax proposals:

The Central Excise (Amendment) Bill, 2025: This aims to replace the GST compensation cess on tobacco products with a Central Excise Duty, providing the government with greater fiscal space to regulate the taxation of ‘sin goods’ once the GST compensation cess period ends.

The Health Security and National Security Cess Bill, 2025: This seeks to impose a new cess on the manufacturing of specified goods to augment resources for public health and national security expenditure.

Atomic Energy and Infrastructure Upgrades

Beyond taxation, the government’s agenda includes landmark legislation in high-impact domains:

The Atomic Energy Bill, 2025: This crucial bill is expected to bring about significant reforms, primarily to open up India’s civil nuclear sector to private participation, a move seen as vital for scaling up the nation’s energy capacity and technological advancement.

The National Highways (Amendment) Bill, 2025: This legislation is slated for discussion, targeting administrative and regulatory adjustments aimed at streamlining the development and management of India’s highway network and accelerating infrastructure development.

 Higher Education and Corporate Governance

The session also focuses on institutional restructuring and ease of business:

The Higher Education Commission of India Bill, 2025: This proposed law aims to establish a new central commission to replace existing regulatory bodies, facilitating the transformation of universities and higher educational institutions into independent and self-governing entities, promoting excellence through a robust accreditation system.

Corporate and Financial Legislation: Other significant bills on the list include the Insolvency and Bankruptcy Code (Amendment) Bill, 2025, the Insurance Laws (Amendment) Bill, 2025 (to potentially raise the FDI cap), and the Securities Markets Code Bill (SMC), 2025, which aims to consolidate several capital market laws into a single code to simplify compliance and boost investor confidence.

With opposition parties gearing up to raise contentious issues, including the Special Intensive Revision (SIR) of electoral rolls and the situation in various states, a vigorous and potentially stormy legislative session is anticipated.
