BEIJING – In a significant move to assert its influence as a global mediator, China has proposed a comprehensive “four-point plan” to stabilize the Middle East. The announcement, made by President Xi Jinping on Tuesday, follows the dramatic collapse of high-level negotiations between the United States and Iran in Islamabad over the weekend.
The diplomatic overture comes as the region teeters on the edge of a broader conflict. Following the failure of the Pakistan talks, President Donald Trump ordered a naval blockade of the Strait of Hormuz, while Tehran warned of a “deadly vortex” for any vessels attempting to challenge its control of the strategic waterway.
The Four Pillars of Peace
During a meeting with Abu Dhabi’s Crown Prince, Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, President Xi outlined a roadmap designed to offer a “constructive alternative” to the current military escalation.
The proposal rests on four key principles:
Peaceful Coexistence: Encouraging Gulf nations to build a “common and sustainable security architecture” as neighbors who cannot be relocated.
National Sovereignty: A firm commitment to respecting the territorial integrity of all Middle Eastern states, coupled with the protection of personnel and critical infrastructure.
International Rule of Law: A call to uphold the UN Charter and avoid what Xi termed “the law of the jungle,” emphasizing that international law cannot be applied selectively.
Balanced Development and Security: Proposing that long-term stability can only be achieved by linking regional economic growth with security efforts.
A Sharp Rebuke of “Law of the Jungle”
In a statement widely interpreted as a critique of recent US and Israeli military actions, Xi warned against the erosion of international legal frameworks.
“We cannot allow the world to revert to the law of the jungle,” Xi stated via the state news agency Xinhua. “International law cannot be ‘use it when it suits us, discard it when it doesn’t.'”
The remarks come at a time of extreme friction between Washington and Beijing. President Trump recently threatened China with 50% tariffs if evidence emerges that Beijing is covertly supplying military equipment to Tehran—a charge Chinese officials have dismissed as “provocative.”
Growing Influence in a Fractured Region
China’s proactive stance highlights its transition from a secondary player to a central mediator in Middle Eastern affairs. This follows Beijing’s successful mediation of the Saudi-Iran rapprochement in 2023, signaling its intent to fill the diplomatic void left by the hardening of US policy.
While the US remains focused on its naval blockade and “maximum pressure” tactics, Beijing is positioning itself as the champion of “multipolar stability.” However, analysts remain skeptical about whether China’s principles-based approach can bridge the visceral divide between the Trump administration and the Iranian leadership, especially as global oil markets reel from the disruption in the Gulf.
President Xi is expected to discuss the proposal further during a highly anticipated summit with President Trump in Beijing next month.
