Preemptive Strike Against Malpractice: NTA Chief Defends Temporary Telegram Freeze

NEW DELHI — Following the successful conclusion of the high-stakes NEET-UG 2026 re-examination, National Testing Agency (NTA) Director General Abhishek Singh strongly defended the government’s highly debated decision to temporarily block the messaging app Telegram across India.

Speaking after the exam, Singh asserted that the move has been completely justified by subsequent events. “Our decision to ban Telegram now stands vindicated,” he stated, noting that the restriction successfully disrupted highly organized networks specialized in spreading engineered “fake leaks” designed to exploit anxious candidates and throw the massive national exam into chaos.

Dismantling the ‘Fake Leak’ Ecosystem

The nationwide block, implemented under Section 69A of the Information Technology Act, ran from June 16 to June 22—spanning the critical days leading up to and immediately following the June 21 medical entrance re-test.

According to NTA officials, cybercriminals were systematically utilizing a technical loophole in Telegram’s group-synchronization architecture. Bad actors would create public channels, upload dummy PDFs days in advance, and then use the app’s edit feature to swap them with actual question papers after the exam concluded. Because of the loophole, the modified file would falsely retain the old timestamp in linked group chats, creating a flawless digital illusion that the paper had leaked days before the test.

“None of them had access to the actual question papers, which remained completely safe and secure,” Singh clarified. “What these platforms were doing was manufacturing a fake perception of a leak. This plays severely on the anxiety and vulnerability of 17 and 18-year-old students, making them targets for financial fraud where scammers demand UPI or cryptocurrency payments for fake documents.”

Prior to the blanket block, the NTA and law enforcement agencies identified and took down nearly 200 fraudulent channels. However, due to rapid re-creation times and a lack of immediate structural changes by the platform, the government chose to implement the temporary suspension to entirely sever the chain between fraudsters and potential clients.

A Flawless Re-Exam Process

The rigorous counter-measures paid off. The NTA reported that the June 21 re-examination—conducted in 13 languages across more than 5,400 centers in India and 14 destinations abroad—passed off smoothly with zero security breaches.

To ensure absolute integrity for the more than 20 lakh candidates who appeared, the NTA deployed a multi-layered security web:

Aadhaar-based biometric and real-time facial authentication at entry points.

Full CCTV surveillance linked directly to central command rooms.

Advanced signal jammers to eliminate digital communication inside halls.

Logistical assistance from the Ministry of Defence and the Indian Air Force to securely compress transport timelines.

“This was as error-free and as flawless as it can be,” Singh said, adding that the agency is currently consolidating data and preparing to release the results at the earliest possible date.

With the government recently announcing a transition away from traditional pen-and-paper formats for NEET-UG by 2027, the NTA chief emphasized that the lessons learned from this operation will heavily inform the agency’s upcoming strategy for secure, Computer-Based Testing (CBT).
